has launched the New Lumia 640 and Lumia 640 XL alongside dual-SIM and LTE
variants of the handsets at the MWC 2015 Event in Barcelona.

The Lumia 640 will be available to u all by starting April in 3G and LTE Variant. The Microsoft Lumia 640 is a single SIM device with LTE support while the other device is a dual-SIM device offering 3G connectivity support. The price for
the 3G version will be EUR 139 (Rs. 9,600 approximately) while the other LTE model will be available at just EUR 159 (Rs.
11,000 approx.
It is Microsoft's first budget Windows powered phablet .Thus it is available in four variants: Microsoft Lumia XL, a single SIM 3G variant,The Microsoft Lumia 640XL LTE a single SIM variant too..the other is MIcrosoft Lumia 640 XL Dual 3G variant, and lastly the Microsoft Lumai 640 XL LTE Dual SIM LTE variant.

The handsets are powered by a quad-core Qualcomm Snapdragon 400 processor clocked at 1.2GHz coupled with 1GB of RAM and packs an 8GB of built-in storage, which is expandable via microSD card (up to 128GB).
The Lumia 640 and Lumia 640 XL also feature some differences in them like, The former sports a 5-inch HD (720x1280 pixels) IPS LCD display with Corning Gorilla Glass 3; packs an 8-megapixel rear camera and a 0.9-megapixel front-facing camera. Meanwhile, the Lumia 640 XL features a large 5.7-inch HD (720x1280 pixels) IPS LCD display with Corning Gorilla Glass 3; sports a 13-megapixel rear camera with Zeiss optics and a 5-megapixel front camera. The Lumia 640 XL also packs a large 3000mAh battery while the Lumia 640 includes 2500mAh battery.

I think the dual SIM devices are better. it's more convenient for people who want to save money on calls to different networks. In some instances people carry two phones just to take advantage of calling plans. They don't have to do that with dual SIM devices.
